Anybody working onboard a commercial vessel operating marine radios in New Zealand, regardless of vessel size or operating limits. It is illegal to operate a marine VHF or MF/HF radio without an appropriate operator's certificate, except in genuine distress, urgency or safety situations.

The VHF Operator's Certificate covers marine VHF only. The MRROC is broader — it also covers MF/HF (single sideband) radio — and is the minimum licence for commercial maritime radio users.
